Officials and Emergency Services providers.
Tim Mousseau VE3TMY has become the new ARES EC

Emergency Preparedness and Response course.
These service qualifications and a desire to plan
and coordinate emergency communications resources
for Windsor make Tim the ideal choice to represent

The new(ICCN)Inter-County CANWARN Network is being
launched this spring and will be activated on the
new Ontario Public Service IRLP Reflector # 9030
during severe weather events that generate watches
and warnings issued by Environment Canada Toronto.
The purpose and benefit of this network will be to
provide a co-ordinated link between adjacent counties
in the warned regions and to create a continuous path
for the delivery of urgent weather reports directly
to the Toronto Wx. Office using the online Meta Page
reporting form or the dedicated landline number.
Through objective planning this network will expand
and enhance the public service value of the current
CANWARN program and bring the resources of amateur
radio technology to a new level of service with
Environment Canada during severe weather events that
can threaten all Ontario communities at any time.

The Province of Ontario now has a new dedicated
IRLP Reflector in operation thanks to the efforts
of Russ Hemphill VE3FI and fine technical support
from Klaus Rung VE3KR and other interested persons.
This Ontario Public Service Reflector is Node. 9030
with 10 channel and very wide bandwidth capabilities
The system is located in Haliburton County and at this
time is fully operational in the primary testing stage.
When completed with channel assignments the Reflector
will offer and provide a dedicated network in Ontario
for Emergency Communications for ARES and CANWARN and
linking Counties and Districts for Mutual Aid purposes.
This latest EmComm resource has been established to meet
enhance, expand and serve the ongoing and future needs
of communications providers throughout Ontario.
Congratulations to all those involved in this project
to deliver a new level of public safety and service to
Ontario using objective planning of internet technology.

The Ontario Amateur Radio Emergency Service now has
a new dedicated internet radio link available for use.
This alternate technology is a viable product and tool
for the ARES. and EmCom. groups during this period of
limited hf propagation and a very poor solar cycle.
IRLP link 2759 is registered on the province-wide ARES
simplex frequency 146.500 Mhz. in the St.Clair District
and provides direct communication with the Provincial
Emergency Operations Center (PEOC) via VE3EMO Toronto.
This new link also joins the growing network of EmCom.
providers in place thanks to the objective and tireless
efforts of the Escarpment Repeater Association (ERA)
the Southern Ontario Repeater Team (SORT) as well as
the Central Ontario Amateur Radio Group and others that
expand and enhance communications resources in Ontario.

From Northwestern Ontario come the details
OF a brand new IRLP network for the region.
Warren Paulson VE3FYN reports that this IRLP
project is now operational using 5 linked
repeater nodes at Kenora, Dryden, Atikokan,
Fort Frances, and Sioux Narrows.
Through the courtesy of the Vancouver Reflector
Officials node # 9002 has become the designated
and permanent home for this communications asset
using the IRLP system.
Future expansion plans include the addition of
Red Lake, Rainey River, Ear Falls and the
installation of a new repeater on Highway 11
between Atikokan and Thunder Bay to improve
the coverage area.
This vast area of Ontario just became smaller
thanks to the efforts of many dedicated and
key amateurs who have planned and developed
this important communications resource.

as the new National (SAR) Search and Rescue
frequency for INTER-AGENCY site communications.
Amateur Radio Operators, as SAR volunteers may
obtain authorization to use this frequency upon
meeting the licensing requirements established
by Industry Canada regulations.
Applicants must license and use a commercial type
approved VHF transceiver and submit a letter of
endorsement from a related Government agency to
qualify for operations on this restricted frequency.

Pelee Island lies 17 miles off shore in the
middle of Lake Erie and is home to about 275
permanent residents and many summer visitors.
Located at the Island medical centre and the
OPP office is a Motorola Maxtrac with backup
emergency power and a 5 element VHF beam on
a tower at 50 feet aimed at the centre of
Essex County.
This donated commercial transceiver is fully
operational on Fire,EMS,Marine,Coast Guard and
amateur repeater frequencies and represents an
important ARES site and a vital link to the
southwestern Ontario mainland.
This remote location with its harsh weather and
winter isolation has not been forgotten and the
Ontario ARES is pleased to provide auxiliary
emergency communications for Canada`s most
southerly and inhabited piece of real estate.

A reminder to all RAC members holding Appointed
positions as SM SEC DEC EC to please apply for
the RAC National ID Card available from Field
Services via the online request form found on
the Radio Amateurs of Canada website.
These Cards expire yearly and must be renewed
by the application of a validation sticker to
endorse the appointed card holders continued
usage.
Plans are being worked on for this identification
to have Provincial recognition from the OPP, EMO,
Ontario Fire Marshall and Ontario Chiefs of Police.
Also being planned is an ARES membership card for
all non appointed positions within the ARES.
It will also be necessary to renew all Appointment
Certificates every two years to maintain status.
This will be done by affixing a renewal seal to
all expired Certificates representing the ARES.
As with all forms of Public Service identification
and documents it is most important to maintain an
ongoing and strict method of providing security and
to validate official documentation being presented
for RAC and the Amateur Radio Emergency Service.

The final report on the 2007 SET conducted
on October 6th. is available in the FILES
section of the ARESONTARIO Group Site.
An impressive total of 373 stations reported
into this years Simulated Emergency Test from
43 ARES groups representing 87 cities and
communities from all districts in Ontario.
There were 26 EOC`s and support agencies that
were activated for the event which generated
83 simulated messages and 108 stations with
emergency power capability.
The 2007 SET without question a resounding
public service success and a job well done
by the entire Ontario ARES membership.

A new Emergency Coordinator for the
Chatham/Kent area of the St. Clair
District has been appointed to the
Ontario ARES structure.
Austin Wright VE3NCQ of Chatham will
coordinate emergency communications
planning and make available a network
of auxiliary telecommunications assets
for municipal and public service use.
His technical abilities as a private pilot,
CANWARN* spotter, and knowledge of aviation
and meteorology make Austin well suited to
this new role in southwestern Ontario.

The Ontario ARES has received word that Lloyd Gibbs
VE3LJG/VA3LJG has become a silent key on August 2nd.
Lloyd served as the appointed District Emergency
Coordinator for the Albany District (former Agawa).
He was also Activities Director with the Agawa ARC
and an active member of the Canadian Red Cross.
Lloyd`s dedicated and loyal service to the Ontario
ARES will be long remembered and sadly missed.

The ARES "When All Else Fails"

On Wednesday July 11, AT 4:20 p.m. the Sault Ste. Marie
Police Service was notified that Ambulance Dispatch had
lost their 911 Emergency Service.
Tests of Police and Fire 911 lines revealed that all 911
service to the Central Emergency Bureau was also disabled.
This affected a wide area including Manitoulin Island and
the North Shore region and disrupted long distance,cellular
and other critical communications services.
During this outage communications were established with OPP
Com Centre North Bay and with Central Dispatch in Michigan.
Bell Canada technicians restored partial service by 7:20 p.m.
and full service by 12:30 a.m. to all service providers, and
the Ontario ARES assisted with testing to confirm that 911
operations in the affected areas was again fully available.
The Sault Ste. Marie Police Services wishes to thank the
members of ARES, Bell Canada and the Media agencies for
their assistance during this service interuption.

The London region has added yet another
new EC to the Tecumseh District.
Scott Carter VE3CGN becomes the latest of
three newly appointed ARES Officials in the
greater London area.
As EC for Middlesex North & Central effective
July 10, 2007, Scott now joins the efforts to
restructure the ARES and bring a greater level
of emergency communications planning to London.
In addition Scott takes over this position as
replacement for the dedicated and long standing
service to the ARES by Rob Hockin VA3HO.

A new EC has been appointed for the Central Ontario
Amateur Radio Club effective on June 1st. 2007.
Doug Peckhover, VE3ATP of Aurora, has become an
Emergency Coordinator representing an extensive
and expanding number of linked repeaters within
a vast portion of central Ontario.
The network includes repeater sites established
in the regions of York, Ballantrae, Haliburton,
Kawartha Lakes, Bancroft, Muskoka and Powassan.
Doug`s skills and technical abilities to develop
this linked system are a welcome addition to the
ARES and will enhance our emergency communications
resources in the Province.

Dave Cameron VE7LTD of Vancouver,B.C.has been awarded
the 2007 Dayton Hamvention Technical Excellence award
for outstanding technical advancement in the field of
amateur radio and related communications.
Dave was instrumental in the design of software and
hardware technology to permit worldwide radio and
repeater linking via the IRLP Internet Repeater
Linking Project.
His efforts literally transformed fm repeater use
from a local entity into a worldwide communications
network that has proven to be of immense value in
emergencies and has helped unite the worlds radio
amateurs over the internet.
Congratulations to Dave on having received this
well deserved award for pioneering and building the
IRLP system into a valuable world-wide resource.

District, and to Peter Vince VA3PKV of
Thorold, Ontario.
Peter is the son of the late Tom Vince

plans to carry on the family tradition of
ARES activity established by his father.

is now available.
The map features colour-coded reference
to the 4 regional areas and 14 numbered
districts in Ontario.
